APPENDIX 1

This diagram displays the composition of the CHCO Council.  The blue circle represents the 24 statutory CHCOs designated in the Chief Human Capital Officers Act of 2002, i.e., the 15 Cabinet departments, Environmental Protection Agency, National Aeronautics and Space Administration, Agency for International Development, General Services Administration, National Science Foundation, Nuclear Regulatory Commission, Office of Personnel Management, Small Business Administration, and Social Security Administration.  The red circle represents the members of the CHCO Council, which by statute, is composed of the OPM Director (as Chairman), OMB Deputy Director for Management (as Vice Chairman), CHCOs of the 15 Cabinet departments, and other members designated by the OPM Director.  All but three statutory CHCOs (Agency for International Development, National Science Foundation, and Small Business Administration) are also members of the CHCO Council.  The green circle represents additional Council members not enumerated in the statute, i.e., representatives of the Central Intelligence Agency and the Small Agency Council.
