MEMORANDUM FOR CHIEF HUMAN CAPITAL OFFICERS
From:
John Berry
Director
Subject:
Improving Information Sharing and Collaboration between Federal, State, Local, Tribal and Private Sector Partners

The Obama Administration is committed to keeping America safe, and improving information sharing and collaboration between Federal Departments and agencies and our State, local, tribal and private sector partners is a top priority in that effort.  Information sharing and collaboration should be a common, core behavior across all Departments and agencies.

To promote the open and candid exchange of information, the Program Manager, Information Sharing Environment (PM-ISE) plans to present its “Culture of Sharing” training and incentive initiatives to the Chief Human Capital Officers Council in the near future.  Specific initiatives include:

making information sharing and collaboration central in the recruitment, orientation and performance evaluation of all employees;

increasing and improving training programs through the development and sharing of curricula;

encouraging the use of incentive awards for collaborative efforts throughout the Federal government; and

encouraging joint duty assignments and the creation of “communities of interest” around particular topics.

More information on this presentation will be forthcoming.  Your assigned Human Capital Officer List is your primary OPM point of contact.
