Deputy Chief Human Capital Officer : Dot Smallwood

Dot Smallwood was named Acting Assistant Deputy Commissioner for Human Resources of the Social Security Administration effective September 23, 2013.  As the alter ego to the Deputy Commissioner for Human Resources and Chief Human Capital Officer (CHCO), she shares responsibility for executive leadership of the agency's human resources programs in support of approximately 60,000 employees.  This responsibility includes management of the Office of Civil Rights and Equal Opportunity, Office of Labor Management and Employee Relations, Office of Learning, Office of Personnel, Executive Services Support Staff, Diversity & Inclusion and Strategic Planning Staff and Office of Strategic Human Capital Management.
Mrs. Smallwood is also the Deputy CHCO for SSA.  As Deputy CHCO, she serves concurrently with the CHCO to oversee human resources policies, strategies and workforce issues for SSA’s employees.

Mrs. Smallwood began her career as a Cooperative Education Program (also known as CO-OP) student, service representative, in the New York Region and worked in the Philadelphia Region as a claims representative, supervisor, office manager, program analyst, and executive assistant to the Assistant Regional Commissioner for Management and Operations Support before transferring to the Office of Operations in Headquarters.

In the Office of Operations, Mrs. Smallwood held positions in the Office of Public Service and Operations Support and in the Office of Automation Support.  As a division director, she supported programmatic software implementation, provided oversight for the rollout of the electronic continuing disability process, iClaim, and Spanish i1020 among other initiatives. 

More recently, Mrs. Smallwood also was a Senior Advisor to Acting Commissioner of Social Security, Carolyn Colvin. She carried out significant assignments, as well as formulated and rendered advice and recommendations to the Acting Commissioner.  She also supported the agency initiatives in the area of Labor/Management Relations, Human Capital Management, and Field Operations.

Throughout her career, Mrs. Smallwood has received numerous awards including Commissioner, Deputy, Associate, and Regional Commissioner Citations. 

Ms. Smallwood earned her Bachelor's degree from Lincoln University, Pennsylvania and holds her Master's degree in Management from University Maryland, University College.  She lives with her husband, Stanley, and they have one daughter, Victoria.
