Deputy Chief Human Capital Officer: Andrea Bright

As the Deputy Associate Director for Human Resources and Deputy Chief Human Capital Officer, Andrea Bright provides executive leadership to the human resources program supporting OPM's workforce of more than 5,000 employees.  As Deputy CHCO, she assists the Chief Human Capital Officer in shaping corporate human resources strategy, policy, and solutions to workforce management issues within the Agency.

Ms. Bright has more than 20 years of Federal human resources experience in a broad range of roles.  Ms. Bright joined OPM as a personnel research psychologist, serving as a consultant and advisor to Federal agencies.  She conducted research to identify the critical skills needed for many Federal occupations and helped agencies use that research in their hiring efforts.

Ms. Bright also managed government-wide human resources policy programs in the areas of position classification, qualifications requirements, assessment, and competency models.  In this role, she updated the Executive Core Qualifications to reflect the changing nature of Federal leadership, provided guidance on assessing applicants for Federal jobs, and supported improvements to the Federal hiring process.
