Chief Human Capital Officer
The U.S. Department of Energy’s Office of the Chief Human Capital Officer provides leadership on the development and implementation of innovative policies, programs, technology and partnerships relating to attracting, developing, motivating and maintaining a diverse and highly qualified workforce. Through teamwork and collaboration we provide responsive, quality products and services to achieve our strategic goals of: 1) Hiring the right people in the right place at the right time; 2) Enhancing the performance culture of the Department; and 3) Shaping the Department’s workforce to meet current and future mission objectives.
The DOE CHCO Office is engaged in a number of initiatives to achieve its objectives. We are in the process of updating the DOE HCM Strategic Plan to ensure alignment with the agency mission and current Administration goals. In addition, we are working with OPM and other Federal agencies to improve the hiring process; and working within the DOE community of HCM professionals and line management to increase internal accountability within the hiring process. Further, we are implementing a new performance management system for non-SES employees; and a Learning & Development Board of Directors to drive workforce development policy and the leveraging of technology to increase learning opportunities.
Our office is also doing exciting new things to enhancing the Department’s recruitment posture, including a Student Ambassadors Program; a DOE virtual island on Second Life; and a new employment page on www.energy.gov. The Student Ambassador’s will assist in developing greater awareness about career opportunities and the mission of the Department on college campuses. The Second Life and new employment webpage are part of a broader initiative to use Web 2.0 technologies to market DOE and attract top talent.
