Designation of a New Chair

As OPM moves aggressively to implement the President's Management Agenda, we have focused on key opportunities to provide better services and leadership solutions to assist agencies in improving their management of human capital. One such opportunity is the streamlining and restructuring of OPM. Another opportunity is the effective relationship we have with the Human Resources Management Council.

As HR Directors, you are members of a core customer group that is critical to improving the management of human capital Governmentwide. Because your perspectives and expertise are so important to us, I have asked Dan Blair, our newly confirmed Deputy Director, to take on the important task of chairing the Human Resources Management Council. As you know, Dan comes with a wealth of experience in human capital issues and has already met a number of you.

I have also asked Dan to take a leadership role in implementing improvements in the government's hiring process and to work closely with you in doing this. I know that all of you are as eager as Dan to make progress in this area.

In closing, I know that you all join with me in expressing our appreciation to Sandra Payne for her professionalism and dedication in chairing the HRMC over the last year. Sandra will continue to work with Dan and the HRMC Secretariat to achieve the goals for strategic human capital management that we all share.
