Chief Human Capital Officer

Ms. Erin Moore serves as the Chief Human Capital Officer for the U.S. Department of Energy. She oversees all aspects of human capital management for the Department's workforce of over 13,000 Federal employees. She is responsible for developing and implementing effective human capital policies and programs that enable the agency's workforce to achieve its missions. Ms. Moore advises and assists the Secretary and Deputy Secretary of Energy, and other agency officials, in recruiting, developing, training, and managing a highly skilled, productive, and diverse workforce in accordance with merit system principles and all applicable statutory requirements.

Prior to her appointment as Chief Human Capital Officer, Ms. Moore held other leadership positions in the Office of the Chief Human Capital Officer. She served as Deputy Chief Human Capital Officer from March to November 2020. Prior to serving as Deputy, she led the Office of Corporate Executive Management, which develops and delivers human capital policies and programs to manage the Department's executive cadre of Senior Executive Service (SES), Senior Professional (Senior-Level and Scientific and Professional), Excepted Service (EJ, EK, ER, ET and EWQ) and political appointees. This included providing strategic and operational centralized HR services for staffing, recruitment, employee relations, compensation, benefits, position classification, allocation management, executive development, and performance management to over 1,200 executive level allocations.

Ms. Moore also served as the Deputy Director for the Air Force Senior Executive Management Office, where she was responsible for recruitment and allocation management, talent management and planning, and pay and performance management for over 350 Civilian Senior Executive (CSE) members. Prior to working at the Air Force, Ms. Moore served as the Program Manager for Executive Performance Management and Compensation at the Defense Civilian Personnel Advisory Service where she provided overall programmatic and policy direction for the Department of Defense's executive performance management and compensation systems covering over 2,000 CSE members.

Ms. Moore began her Federal career in the Navy Career Intern Program in 2004 working at the Naval Facilities Engineering Command (NAVFAC) Washington where she completed a variety of engineering rotational programs and was a key architect to implement the National Security Personnel System in NAVFAC Washington. Ms. Moore holds a Bachelor of Science in Industrial Engineering from the Pennsylvania State University and a Master of Engineering Administration from the Virginia Polytechnic Institute and State University. She was a recipient of the Air Force's Meritorious Civilian Service Award in 2013.
