Heidi Sheaffer

Heidi Sheaffer has over 20 years of national and global-level program management and shared service experience.   Prior to joining the federal government, Ms. Sheaffer was an independent auditor for a private corporation. 

Ms. Sheaffer began her government career in 1994 as a fiscal oversight auditor travelling domestically and abroad for the Bureau of Naval Personnel.  She has held various roles throughout her career to include the Navy’s Central Nonappropriated Fund Comptroller, Regional Quality of Life Program Director and Business Service Office Manager for 22 installations within the Navy Region Southeast, and Director for Business, Strategy, and Administrative Management for the Department of Health and Human Services. 

Ms. Sheaffer was appointed into the Senior Executive Service in 2012 when she became the Human Resources Transformation Program Manager in charge of standing up six HR centers.  Additionally she served as the HHS OHR Associate Deputy Assistant Secretary and acted as the HHS OHR Deputy Assistant Secretary and Chief Human Capital Officer, from May to December 2013.  Currently Ms. Sheaffer is the Director of Management and Performance Improvement as well as the executive sponsor of GSA’s HR Line of Business and the Acting Deputy Chief Human Capital Officer.  Ms Sheaffer was also a key participant in the Unified Shared Services Management government startup in 2016.

Ms. Sheaffer is a native of Pittsburgh, Pennsylvania.  She has a Bachelor of Science in Business Administration (Accounting) from Robert Morris College, a Masters in Business Administration from Regis University and a Certificate in Public Health.  She is a certified Six Sigma Black Belt with the American Society of Quality and a certified Lean Six Sigma Green Belt.  She has served on numerous shared services, change management, organizational cultural effectiveness, process improvement, and customer oriented enterprise boards.  She instituted a regional Center of Excellence and trained more than 1,000 employees world-wide in customer feedback and statistical analysis, balanced scorecard, capacity analysis, Lean Six Sigma methodology, and has facilitated the Franklin Covey 7 Habits of Highly Effective People course.  She was also recognized for significant contributions and assisting in the writing of Chasing Change: Building Organizational Capacity in a Turbulent Environment; Copyright 2009 by John Wiley & Sons Inc.
