CPM 2017-14
MEMORANDUM FOR:
HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
From:
KATHLEEN M. McGETTIGAN, ACTING DIRECTOR

President Donald J. Trump has issued emergency and disaster declarations throughout the Southeastern United States and its territories due to the impact of Hurricanes Irma and Maria.  The President has directed Federal agencies to continue supporting State and local efforts to save lives, promote shelter efforts, and expedite requested assistance to affected areas.  As Hurricanes Irma and Maria made landfall, shortly after the major impact of Hurricane Harvey on the gulf coast, the U.S. Office of Personnel Management (OPM) would like to remind agencies and employees of the wide range of Human Resources (HR) policies and flexibilities currently available throughout Hurricane season and other severe weather emergencies.  These policies include pay and leave benefits, direct hire authorities, and special solicitations for charitable contributions.  (See https://www.chcoc.gov/content/human-resources-flexibilities-hurricane-harvey-and-its-aftermath).

Following the unprecedented occurrence of these historic storms, OPM has created a web page to further assist agencies and employees at www.opm.gov/hurricane.  OPM will update this webpage with the latest information and guidance concerning Hurricanes Harvey, Irma, and Maria, along with future storms.  It will also remind employees and agencies of the various HR benefits and flexibilities which are already available.

Additional Information

Agency headquarters-level human resources offices may contact Pay and Leave at OPM at pay-leave-policy@opm.gov.  Employees should contact their agency human resources or payroll office for further information on this memorandum.
