Jeffery Anoka serves as the Associate Deputy Assistant Secretary for Human Resources and Deputy Chief Human Capital Officer for the Department of Health and Human Services (HHS). Appointed in July 2022, Jeff serves as senior adviser and consultant to the Chief Human Capital Office (CHCO), Assistant Secretary for Administration and senior leaders of the Department, on all matters affecting the Department's human capital functions. He also provides strategic guidance and leadership for all aspects of human capital programs and functions for the Office of the Secretary Staff Divisions and serviced Operating Divisions (OPDIVS).

Prior to joining HHS, Jeff served as the Deputy Chief Human Capital Officer (DCHCO) for the U.S. Agency for International Development (USAID). In this role, he advised and provided strategic guidance to the CHCO, the Deputy Administrator for Management and Performance, and USAID senior leaders on a full range of human resources services and solutions. His primary focus areas included human capital strategy, external outreach, staff acquisition, executive HR operations, employee and labor relations, employee development and retention programs, workforce planning, and staff care services.

Prior to his role as DCHCO, Jeff served as the Center Director for the Human Capital Services Center, where he led HR operational support through six divisions: Position Classification; Civil Service Staffing; Employee Services and Benefits (ESB); Tier 1 Services; Human Capital Services (HCS); and the newly established Bureau Funded Services (BFS). Jeff oversaw a range of human capital services initiatives, including the congressionally mandated hiring surge, the USAID reorganization, and the establishment of policies and programs that expanded USAID's HR transformation.

Prior to joining USAID, Jeff held HR and diversity, equity, inclusion, and accessibility (DEIA) leadership roles at various government agencies, serving as the: Workforce Diversity Program Manager at the U.S. Securities and Exchange Commission (SEC); Director of Corporate Recruitment and Outreach (a portfolio that included diversity, equity, and accessibility) at the U.S. Department of Energy; Global Head of Talent Acquisition at the Institute of International Education; and Deputy Human Resources Officer at the Administrative Office of the U.S. Courts.

Jeff began his career with the Federal Transit Administration (FTA), where he supported human capital initiatives that included recruitment for 'hard-to-fill' positions and regional talent management. Jeff has also served at the Federal Deposit Insurance Corporation (FDIC), the Export-Import Bank of the United States (Ex-Im Bank), the U.S. Consumer Financial Protection Bureau (CFPB), and the Department of Homeland Security (DHS). Jeff holds a Bachelor of Science in Human Resources Management from Georgia State University and a Master of Business Administration from the University of Maryland (Global Campus).
