Marsha Wiggins

Marsha Wiggins currently serves as the USDA Deputy Chief Human Capital Officer in the Office of Human Resources Management, Departmental Management.  In this role she is responsible for providing oversight and direction to the OHRM staff responsible for activities directly affecting the delivery of Federal HR management programs, strategies and initiatives to more than 100,000 employees both national and internationally.  Ms. Wiggins joined USDA in 2011 as the Chief Human Resources Officer for the Marketing and Regulatory Programs (MRP) Mission Area which serves as a Shared Service provider for Animal and Plant Health Inspection Service (APHIS), Agricultural Marketing Service and Grain Inspection Packers and Stockyard Administration.  During her tenure with MRP, Ms. Wiggins implemented Hiring Reform and established MRP as an HR Center of Excellence. She received the Secretary’s Honor Award for Excellence for Cultural Transformation.  She also served as Chair for APHIS’ Talent Management Leadership Development Board and Emerging Leaders Program.  Prior to joining USDA she spent 18 years with Customs and Border Protection holding several leadership positions. In 2006 as Deputy Executive Director for the Container Security Initiative (CSI) at Customs she managed a 138 million dollar budget and placed global CSI teams in international ports screening containers destined to the U.S.   She also served as the Deputy Executive Director for Human Resources Management Services, in the Office of the Secretary, DHS.   At USDA she has been recognized for her exceptional leadership, innovation and support of Cultural and Hiring Transformation in USDA.   Ms. Wiggins’ HR philosophy is to provide mission results through service excellence and innovation.  She is a native Washingtonian and a graduate of George Washington University.
