Vicki Barber

In June 2015, the Federal Trade Commission (FTC) appointed Vicki Barber to the Senior Executive Service as the agency’s Chief Human Capital Officer (CHCO).  As a key member of the agency’s leadership team, Vicki is responsible for advancing the strategic management of human capital policies and programs. In this role, she guides human capital strategic planning and evaluation; advisory and consultative services; information systems; workforce planning, development, and training; executive resources; delegated examining, staffing, recruitment, and placement; classification and position management; compensation and payroll; personnel security; employee onboarding, benefits, health, and wellness; workers compensation, reasonable accommodation; diversity and inclusion, and employee engagement.  She also leads and manages the agency’s employee and labor relations, performance management, and awards programs.

Prior to Vicki’s appointment at the FTC, she served as the Federal Labor Relations Authority’s (FLRA) Human Resources Director, beginning in 2010.  As the agency’s principal adviser to FLRA’s Chairman, members, Presidential appointees, administrative law judges, senior executives, and managers on the full range of human capital programs and services, Vicki led the agency in achieving dramatic improvement in its human capital, diversity and inclusion, and employee engagement programs.  The FLRA’s unprecedented improvement under Vicki’s leadership moved the agency from last place in the 2009 rankings of 28 small agencies to rank # 4 among small agencies in the 2015 Best Places to Work in the Federal Government. 

Vicki began her career in the legislative branch of government at the Government Publishing Office (GPO) as an Outstanding Scholar with the Superintendent of Documents (SuDocs) organization. During Vicki’s 20-year tenure with GPO, she served as Program and Management Analyst, Marketing Analyst, Supply Management Officer, and Distribution Facilities Manager for SuDocs Publications Sales and Reimbursable Programs, Federal Depository Library Program, and International Exchange Program. Prior to transitioning to a new career in GPO's Human Capital, Vicki served as the Director of SuDocs Technical Support Group where she provided management and oversight over policy, procedure, budget, inventory, IT systems, personnel management, new organizational initiatives, and program evaluation.  In 2003, Vicki was recruited by GPO’s Chief Human Capital Officer to lead HR studies where she conducted research and benchmarked HR best practices in order to transform the agency’s human capital programs and jump start the GPO’s Modernization Efforts.  She was subsequently named Human Capital Manager for Plant Operations, GPO’s largest mission-critical component, before being promoted to and serving as the Human Capital Director for the agency’s HR Operations from 2006 to 2010. 

Vicki is a Harvard Kennedy School alumnus, holds degrees from Bowie State University in Counseling Psychology (M.A.) and Business Administration (B.S.), is an Excellence in Government Senior Fellow through the Partnership for Public Service.
