Mrs. Seymour serves as the Principal Director under the Deputy Assistant Secretary of Defense for Civilian Personnel Policy. Her responsibilities include human resources management policies affecting more than 900,000 civilian employees world-wide. Mrs. Seymour joined the Senior Executive Service in September 2007 and has more than 34 years of federal service.
Previously, Mrs. Seymour served as the Executive Director, Enterprise Human Resource Information Systems where she was responsible for providing Department-wide information technology solutions to meet the needs of 35,000 HR specialists, DoD civilian employees, and military and civilian managers and leaders. Prior to serving in the Office of the Secretary of Defense,
Mrs. Seymour served as the Director, Logistics Planning and Innovation Division for the Deputy Chief of Naval Operations (Fleet Readiness and Logistics) responsible for executing a $35 billion portfolio to shape U.S. Navy strategy for readiness and logistics and associated enabling business processes, policies, technologies, and resources to transform and streamline warfighter support.
Mrs. Seymour also served as the Acting Assistant for Administration and the Deputy Assistant for Administration to the Secretary of the Navy supporting a 6,000-member staff and a $2.1 billion portfolio of support services, such as: workforce and human resources management, budget and financial management, facilities and support services, charitable campaigns, and technology and information management. Mrs. Seymour served as the Associate Chief Information Officer for Information Technology Policy Oversight at the Department of Transportation and prior to that was the Chief Information Officer at the Maritime Administration with responsibility for strategic capital planning, enterprise architecture, workforce planning, project management and oversight, policy development and interpretation, systems engineering and application development, as well as operations management.
Mrs. Seymour began her federal career in 1978 and has concentrated in the areas of information technology and its ability to transform the workforce and business of the federal government. She also has significant experience in the areas of acquisition, financial management, and human resources management.
Mrs. Seymour has a bachelor’s of science degree in computer science from George Mason University where she graduated with Honors and Distinction, and has completed graduate level courses in operations research and management sciences.
Mrs. Seymour was awarded the Distinguished Civilian Service Award in 2010 by the Secretary of the Navy. She was named as a Top 100 Chief Information Officer in 2007 by Computerworld.
