Chris McLaren serves as the Deputy Chief Human Capital Officer and Human Capital Director for the Office of Management and Budget (OMB), Executive Office of the President (EOP). In his role, he leads human capital efforts for the agency, advising the Chief Human Capital Officer in strategic planning, workforce development, and human capital policy development. Chris also serves as the agency lead on employee engagement initiatives and agency-wide performance management.
Prior to his current role, Chris served as OMB’s Chief Learning Officer where his key responsibility was creating and executing an agency-wide comprehensive learning strategy. This strategy is built on a system-wide culture of continuous learning ensuring staff at all levels of the agency have the necessary knowledge, skills, and abilities to successfully perform their duties. Chris also led OMB’s SES Candidate Development Program and coordinated all executive resources.
Chris began his Federal career as a program manager in the Department of Labor’s Job Corps program. During his time at DOL, Chris served as the lead on reading and math instruction for Job Corps, a nation-wide academic and career training program for 16-24 year olds. In addition to his federal experience, Chris also has extensive human resource development experience in the non-profit and private sectors. As a senior training consultant in the private sector, he led teams in designing, implementing, and evaluating technical training programs for some of the largest petroleum and pipeline companies along the Gulf Coast.
A native of Louisiana, Chris holds a B.S. in Agricultural Business and an M.S. in Human Resource Education from Louisiana State University.
