As the Deputy Chief Human Capital Officer, Ms. Brooks assists the Department’s Chief Human Capital Officer (CHCO) in the execution, implementation and leadership of the department’s recruiting, diversity, learning and development, policies, programs and technology to ensure the Department has the right people in the right jobs at the right time; that the DHS workforce represents the nation we serve; that employees are developed and rewarded; and human capital policies, processes and technology support the Department’s ability to fulfill the mission.

Ms. Brooks began her federal career in 1981 with the Department of Health and Human Services, and has served as a career civil servant for the past 28 years. Ms. Brooks spent the majority of her federal career with the Department of Defense where she held various human resources positions of progressive responsibility. As the Deputy Director for Human Resources at the Defense Logistics Agency (DLA), Ms. Brooks led the successful implementation of programs with far reaching and enduring impact across the agency. She oversaw the implementation of the National Security Personnel System; the Knowledge Transfer and Training of the first Enterprise-wide business system modernization and customer relationship management transformation initiatives; and the establishment of the DLA Accountability Office (formerly the Office of Investigations and Internal Audits). She was also recognized by the DLA for her leadership role in the management and oversight of the Equal Employment Office where she led the staff to new heights of performance in improving customer service, streamlining processes, enhancing the special emphasis programs and reducing complaints processing times.

Ms. Brooks also served in human resources management and executive leadership positions at the Defense Finance and Accounting Service (DFAS), Defense Information Systems Agency (DISA), Department of Commerce and the Transportation Security Administration (TSA). Prior to her selection as the Department’s Deputy CHCO, she was the Deputy Assistant Secretary for Human Resources Management at the Department of Veterans Affairs. In this capacity she served as the principal advisor to the Principal Deputy Assistant Secretary for Human Resources and Administration and other key officials on matters pertaining to VA's human resources management programs, practices, applicable laws, and regulations.

Ms. Brooks completed 3 years of undergraduate work at Miami (Oxford, Ohio) University and graduated with a Bachelors of Science in Education at Wright State University, Dayton, Ohio in 1980. In 1999, she completed the Federal Executive Institute Leadership for a Democratic Society. Ms. Brooks’ work in public service has earned her the DLA Deputy Director Coin, the DLA Director Coin, a Superior Civilian Service Award and Exceptional Civilian Service Award.

She is married to Robert J. Brooks. They have a son and reside in Virginia.
